Which part of this "invest £23.8m in logistics hub at port of Duqm" is new as the facilities will be (commercially) shared - except that there's been a mention of a 'complex' housing force protection elements, at some distance (and presumably not at all times).
Ever-lasting truths: Multi-year budgets/ planning by necessity have to address the painful questions; more often than not the Either-Or prevails over Both-And.
