I may be looking at the figures wrong but in the Navy the officer to rating ratio is 1:3 which seems quite high.

why does the navy need so many barristers?

Things like Medical services are effectively purple organizations and should be run as such as a Defence Medical, Nursing, Dental and Vet service. Same with MP/Provost and Legal.

Royal Navy and Royal Marines quarterly pocket brief: April 2016

The Royal Navy (excl. Royal Marines) has a 970 trained personnel deficit as of April 2016. No wonder the service is hurting.

What was the number for 2010 review cuts? A good 2k? (RFA is short, too, don't know if it is just engineers or across the board?)
Ever-lasting truths: Multi-year budgets/ planning by necessity have to address the painful questions; more often than not the Either-Or prevails over Both-And.
