The monitoring techniques though disimilar have similar aims though one technique may sieve for a specific communication that may/was used by terrorists and it may have been that food recipes and other harmless communications were assessed often by computer for specific phrases used by terrorists, successfully to find then terrorist communications ,law enforcement agencies have different methods of searching the web for paedophiles can someone downloading child porn complain if arrested

this is the problem with idealists they have a very narrow view of the world. they are assisted unfortunately by poorly worded legislation and officials at all levels who misuse legislation for their own agendas. EG council officials who used counter terrorism legislation to spy on fly tippers and parents trying to get their kids into decent schools.
Those officials couldn't be held accountable until recently.
