The government said the work, which is due to begin in 2017, would secure 6,700 jobs and create thousands more.
Mr Osborne told BBC Radio Scotland that the investment was a "massive boost for Scotland and the UK's defence".
However, Scotland's Deputy First Minister John Swinney said the news was clearly linked to Trident renewal which was the "wrong priority".

The project, which is costing more than £3 million is in partnership with Landmarc Support Services, Mackenzie Construction and consulting engineers D J Goode and Associates. It will see the existing Garelochhead ranges transformed in to two new developments: a 100 metre grouping and zeroing (G&Z) range and a 600 metre Electronic Target Range (ETR). There will also be a single range building complex with classrooms, a targetry store and workshops, which will serve the two ranges.

A shortfall in the number of trained frontline officers serving with the MoD Police (MDP) has led to the option of deploying troops being given “serious consideration” by ministers, the head of the body representing rank-and-file officers told The Independent on Sunday.
The move comes after an official report on the force – whose officers play a crucial role in protecting the UK’s defence infrastructure at more than 120 military sites around the UK – warned that current staffing levels were “not sustainable” without risking security.
