Probably not, but that’s a problem because the Politicians do not know the difference either and the options such a distinction can give - does not make it wrong. The real problem is that the Navy seems to want to remove the distinction also - I suspect out of manpower desperation, but it is a dangerous and incorrect path.
Would it be any different if UK had a dedicated hospital ship for HADR and paid for and crewed out of Foriegn Aid budget?

No. Any government assets will be seen as such in any part of the world and legitimate targets for anyone that disagrees with the government’s position regardless of what historical norms have been.

Hospital ships are for NGOs.

you can't get around that. even a NGO based in a BOT could be enough.

NL said that RFA Argus had been going a flat out 18 kts to Gibraltar, which means at that speed it will take them 5 days from setting off to arrive it the leviant. So considering a few more days at Gibraltar it would be a week since the announcement that they arrive.

Which is another argument for having some RN and RFA ships being deployed to the likes of Gibralter, Cyprus and Oman, to cut down of ship transit times.
