GRiD Computers of Buckinghamshire. They manufacture extremely ruggedised Laptops, Tablets and other computer items for military and security customers. Their devices can be seen in AFV's, in command posts and used as Data Entry Units for missile launch systems (like the Thales LML).

Principal competitor for some of their products are the Panasonic Toughbook series, however the GRiD units take it to another level, particularly with their TEMPEST cleared units.
Hopefully they'll release some smaller Android tablets/mobile phones in due course.

Essentially they do that. They'll make a generic laptop in a hardened and emissions proof casing with military grade connectors.
