Something interesting reported today on BBC News:
North Korea 'test-fires submarine-launched missile'

North Korea says it has successfully tested a submarine-launched missile, which if confirmed would be a significant boost in its arsenal.

Pictures on state media showed North Korean leader Kim Jong-un looking on as a missile shot out of the water.

Analysts say North Korea owns several nuclear warheads but this development would be an advance as submarine-fired devices are difficult to detect.

This latest test has not been independently verified.

State media described the missile emerging with "a fiery, blazing trail", but did not mention the date or the location of the test.

Kim Jong-un said his country now possessed a "world-level strategic weapon capable of striking and wiping out in any waters the hostile forces infringing upon [North Korea's] sovereignty and dignity", the reports said.

Such a test would violate UN sanctions banning North Korea from using ballistic missile technology.

Analysis by BBC South Korea correspondent Stephen Evans:

Claims about North Korea's military capabilities always have to be treated sceptically. The latest pictures in the state-run media may or may not be photo-shopped, perhaps to insert Kim Jong-un very prominently into the picture of a missile launch.

However, analysts at the respected US-Korea Institute at Johns Hopkins University in the US reported recently that satellite pictures indicated that "the conning tower of a new North Korean submarine first seen in July 2014 houses 1-2 possible vertical launch tubes for either ballistic or cruise missiles".

The American academics also said that satellite imagery indicated "that North Korea has been upgrading facilities at the Sinpo South Shipyard in preparation for a significant naval construction program, possibly related to submarine development".

Missiles launched from submarines dramatically change the calculation that any potential target must make because the warning time is so much shorter than with land-based missiles with which preparations on the ground might also be detected.

The best estimate of North Korea's nuclear arsenal is that it could make up to 20 weapons but that its ability to make them small enough for a missile is unclear. It is clear, however, that the ambition is there - not least because the North Korean foreign ministry said so: Its nuclear forces were a "powerful, treasured sword" to "protect the sovereignty of the country".

If they actually have developed some sort of SLBM that will probably make all of their neighbours a bit more nervous. That being said China, with considerably more resources, has yet to actually start proper deterrence patrols with their SSBNs even though they've been playing with the technology since the 1980s. So even if North Korea has developed a functioning SLBM it might be some time until it's actually an effective weapon system (it also might be some time until they can actually miniaturize a nuclear warhead to fit it!).

After watching the launch footage on our news, laughter is probably the kindest thing to respond with.
The size of that missile would hint at a pathetically short range capability.

North Korea officially announced (and released pictures showing) the first SLBM test (Submarine Launched Ballistic Missile) from its new Sinpo class SSB (Ballistic Missile Submarine). North Korea leader Kim Jong-Un personally oversaw the launch, according to state-run KCNA agency. The report detailed how the launcher submarine dived at the sound of a combat alarm to test fire the missile.

I would not laugh as the capability that Japan has built with its ABM-capable destroyers (simply park them between the two nations) now will have to be augmented with the type of capability that the West built, to track subs as soon as they depart from their bases.
- and how much will that cost
- on top, it is a very different capability compared to what is needed to bolster credibility in the islands dispute with China; in which, incidentally, the other Korea is a third party to it)

North Korea fired a submarine-launched ballistic missile (SLBM) off its east coast on Saturday, but the missile failed in its initial flight stage, according to Yonhap News Agency citing South Korea's Joint Chiefs of Staff (JCS). The missile was fired from waters southeast of the coastal port city of Sinpo, South Hamgyong Province, at around 11:30 a.m., according to the military.

The US says a missile fired by North Korea into the Sea of Japan was an intercontinental ballistic missile.
Secretary of State Rex Tillerson called it a "new escalation of the threat" to the US and the world and warned that Washington "will never accept a nuclear-armed North Korea".

Pyongyang earlier described it as its first successful intercontinental ballistic missile test.

US officials believe the North may now be able to fire a missile to Alaska.

"Japan's Kyodo news agency reported that a confidential U.N. report found North Korea evaded U.N. sanctions by "deliberately using indirect channels" and had generated $270 million in banned exports since February.

The "lax enforcement" of existing sanctions and Pyongyang's "evolving evasion techniques" were undermining the U.N. goal of getting North Korea to abandon its nuclear and ballistic missile programmes, Kyodo quoted the report as saying.

The U.N. Security Council unanimously imposed new sanctions on North Korea on Aug. 5 that could slash its $3 billion annual export revenue by a third."

If you annualise the figures, the sanctions have, so far, been only 50% effective.
