The League of Nations did not do much when China attacked Japan in Manchuria (allegedly trying to blow up a railway), or when Ethiopia attacked Italy in some oasis that nobody has ever heard of... only when Russia fired artillery over some bend in the border with Finland, onto their own territory (and attacked with half a million men that 'just happened to be there') did they take any sharper action: expelled RussiaJ.
