The Germans were more insistent than the French (whose frigate on a different occasion turned away):

It will be interesting to see whether Germany intends to inspect vessels heading to the Haftar controlled parts of Libya in an honest attempt to enforce the arms embargo (albeit ineffectual as Haftar's arms don't tend to arrive by sea) or whether this is entirely about currying favour with France in their dispute(s) with Turkey.

After the pussy-footing by NATO navies involved in the international embargo monitoring (no enforcement?), a new configuration seems to be emerging according to Geopolitical Monitor:
" just like an informal coalition known as QUAD has emerged in Asia in response to China’s actions, something similar could happen here with regards to Turkey. Growing security cooperation between Greece, Cyprus, Israel, and Egypt suggests that this ‘QUAD of the West’ could emerge over the next few years, and other regional powers might become involved as well."

Intact captured Pantsir system flown out of Libya by the US in a covert mission:

Its had quite the life:

Russia > UAE > Haftar forces > GNA Forces > US custody

On another note, relating to Op Sophia and
"After the pussy-footing by NATO navies involved in the international embargo monitoring (no enforcement?)"
it occurred to me that, much prior to that, going in and burning the people smugglers' boats was a real option - once upon a time - but the habitual seeking, by the EU, of UN cover for legitimacy then produced a resolution that excluded  Libyan territorial waters and the coast line

I wonder what the 'backroom deal' here is?
- may be two fiscally separate administrations, without breaking up the state?

"BBC World Service

Delegates from Libya at UN-sponsored talks in Geneva are beginning the process of choosing a temporary administration that would run the country until elections in December.

They will have until Friday to select a prime minister and a three-member council. Forty-five candidates have put themselves forward.

They're drawn from the two rival administrations that have been vying for power in the divided country - one in the capital Tripoli, and the other based in the east."

Well, provisional government is set up, and likely they will bring a legal basis for Libya's struggle to get rid of Haftar boy.

The latest:
The eastern-based marshal’s [the same Haftar as referred to above] forces led an operation in the southern desert town of Ubari targeting the “most prominent leader” of IS in Libya, Mohamed Miloud Mohamed — who goes by Abu Omar — leading to his arrest, said a statement by Haftar’s spokesman.

Abu Omar was among the top IS leaders in Libya when the group took control of the central coastal city of Sirte in 2015.

The above story, re: what was going on in 2015, saw a lot of (USMC) Harrier strikes in support; now the Russian supported Haftar forces have gone after the same folks.

More topical though is the story in The Telegraph:
"Declassified satellite images of Al Khadim airbase in Libya, showing regular Russian military equipment being used by the Wagner Group

Britain should confront Russian “mercenary groups”, the Defence Secretary has said, as intelligence images show Vladimir Putin is supplying tanks and planes to his “private army”....["]
so if someone has the electronic subscription, this is the one to look for
https://www.telegraph.co.uk/news/2021/0 ... =DM1380394

It could be a 'reheat' of older intel as the Turks beat Wagner squarely and a deal was brokered for Russian AF transports to fly them out, 'to safety'
- that wasn't out of the country, but
- at least initially further South from the main axis of confrontation between the two sides
