It will be interesting to see whether Germany intends to inspect vessels heading to the Haftar controlled parts of Libya in an honest attempt to enforce the arms embargo (albeit ineffectual as Haftar's arms don't tend to arrive by sea) or whether this is entirely about currying favour with France in their dispute(s) with Turkey.

After the pussy-footing by NATO navies involved in the international embargo monitoring (no enforcement?), a new configuration seems to be emerging according to Geopolitical Monitor:

it occurred to me that, much prior to that, going in and burning the people smugglers' boats was a real option - once upon a time - but the habitual seeking, by the EU, of UN cover for legitimacy then produced a resolution that excluded Libyan territorial waters and the coast line

The eastern-based marshal’s [the same Haftar as referred to above] forces led an operation in the southern desert town of Ubari targeting the “most prominent leader” of IS in Libya, Mohamed Miloud Mohamed — who goes by Abu Omar — leading to his arrest, said a statement by Haftar’s spokesman.
Abu Omar was among the top IS leaders in Libya when the group took control of the central coastal city of Sirte in 2015.

The above story, re: what was going on in 2015, saw a lot of (USMC) Harrier strikes in support; now the Russian supported Haftar forces have gone after the same folks.
More topical though is the story in The Telegraph:
"Declassified satellite images of Al Khadim airbase in Libya, showing regular Russian military equipment being used by the Wagner Group
Britain should confront Russian “mercenary groups”, the Defence Secretary has said, as intelligence images show Vladimir Putin is supplying tanks and planes to his “private army”....["]
so if someone has the electronic subscription, this is the one to look for

It could be a 'reheat' of older intel as the Turks beat Wagner squarely and a deal was brokered for Russian AF transports to fly them out, 'to safety'
