Un-competed contracts are supposed to be a major no no. ... and they make up 50% of the total! The guy who was in charge of overseeing that "letter" was followed in practice resigned about half a year ago; has the post had any takers? I think that two have resigned now from that position....

If it is in between 4-5 thousand tonnes it is in the right ball park, make it a modern T23 with half the crew, and extra mission space. A few years ago I had a chat with a former REME who used to work on Rapier. His story was that the hide bound generals didn't want a radar Rapier because that was way too hi tech and insisted on a human aimer. Took the Falklands to dispel that notion I guess.
