Mozambique joined in 1995, possibly to gain easier access to foreign aid after the end of the civil war, I believe to also counter having become quite reliant formerly on Soviet assistance. There was probably more to it but that is my basic understanding.

I know it's just petty nit-picking, but to my untrained pongo mind, carriers never look right without a few aircraft on deck.

I can certainly testify to its reliability.
