It shouldn't at all. The nuclear capable Tornado were always going to be replaced well before FCAS (which won't be capable of B-61/12 delivery). I presume we're going to see an uplift in military budgets due to the Ukraine/Russian conflict. So if Tempest was under funded before, I'm also presuming it won't be for much longer.

Isn't the F35 with Aircraft, whereas Tempest will just be one.
I suspect Tempest will be far cheaper that $50bn to develop, but it will need Italy on board or some overseas order.
