The truth is fitting 32 Mk-41's will not make T-31 a C1 ship but more a high end C2 ship which… Is a target. Just build more T26s if your objective is to end up with a war fighting ship that has qualitative advantage over numerically superior forces. Back to your prejudices against T31 and for OPVs.

The hull is not where the cost is in such a vessel and the roles dictate crew numbers. If a C2 design can be built for £100mn, have a core crew of @40 and an availability of 80% I’m all ears. But what capability has it got? it isn't all about cost, crew and availability, the ship has to do something.

What is the relvance of the horizon class? the gun fit is slightly different between French and Italian vessels but it is 2-3 76mm and 2-3 20/25mm (ignoring the missile fit). Not sure that is equivalent to a 57mm and 40mm mix.
