Yes you are correct, in fact they were originally price at 1.4 billion but Boeing wanted more.

So as of say 2028, how many will we have in the active fleet? Do these new ones replace old one?

So 38 frames are old, 14 will be replaced with new one, 9 will be retired without replacement. With 14 new, 36 should be operational plus some of 15 older frames which would eventually need to be replaced or just retired.

Seems about right. We paid $CAN 2.3B (or roughly GBP$1.4B) for 15 airframes, 10+ years ago. If you factor in 10 years of "defence" inflation, that seems like a fair price. Ours are also the "ER" versions, so it's pretty close to an apples-to-apples comparison.
