So going back to the 138 number (press x for doubt), I wonder if this is connected to Lockheed Martin saying how good the F-35 was for the UK? I doubt it. The long and the short we can't afford 138 but the gov doesn't want to admit it. So it plays games with words. We'd need at least one other base...

There's nothing much available publicly but I'll say you can read the report about the F35 that went for a swim and the manpower stats for the year that happened and the latest one. Compare them and see if how likely it is the force is going to grow that quickly to support 24 aircraft on exercise at...

I don't know if the stories are true, wouldn't surprise me at all. Been brewing for years.

The biggest limitation is people, the forces are shrinking quite quickly.

I think the first is a fair point and, as you say, not in the MoD's power to control.

The second point, some are some aren't. Deployments to the FI, shader etc are in the latter, deployments more of an exercise nature there will be more authority on what to do or not.
