Don't know, maybe. I certainly hope so. But, 16 is still too small number for anything serious. Maybe for air defence of the carrier itself, but that's it. Where did you get 16 from? You don't think that all 24 of 24 will be permanently available? Having a 2/3 availability is a very good number. ;)
