I think the reason for the T32 class is pretty simple. The RN did not want to commit to a T31 B2 there and then (i.e. hand the contract to Babcock), so give itself a little wiggle room by calling it something different (for now)

That's the $64,000 question, isn't it. Movement should be considerably less on a vessel of that size.
Would a heave compensated crane improve matters? Or would it be ineffective/ too costly?

I believe that the CAMM control system shares about 70% of the PAAMS code. Presumably the core code is the same, with the differences being in the interface/ control for the different missiles

Just a thought. I know it's extremely difficult (dangerous even) to reload a VLS at sea, due to ship movement - would the same issue occur with an inherantly more stable platform like a carrier?

Ukraine seems to have been very successful at targetting Russian surface radar covering Crimea in particular. Presumably this forced the Russians to push the airborn radar further forward to cover for that, resulting in today's loss. As I understand it, this may force the Russians to rely on fighter...

I think the original allegation of a "20% reduction in budgets" was later amended to "20% reduction in headcount", which would free up budget for additional spending on policy objectives. I'm not aware of whether a timeframe has been stated. Anyone have any further information?

So NATO didn't take over ISAF in Afghanistan at the request of two NATO members, then?
The change to the area that Article 6 applied to was simply approved by a vote of NATO Ambassadors. All NATO members contributed to the ISAF mission, effectively implementing Article 5
