Remember that initial costs (and therefore build costs) have been “capped”, so such changes would have to occur “post build”.

Well strictly speaking there are only 3 x (Current Naval Port) Counties, Devonshire, Hampshire Argyll & Bute. But I suppose that we could include former Naval Port Counties in line with recent precedent to increase the names available to match the number of T83s. The addition of Cornwall, Dorset...

Small shallow fraught vessels carrying Large Guns were not classed as Gunboats, as you have inferred. Such vessels were in fact called Monitors.
