Ukraine seems to have been very successful at targetting Russian surface radar covering Crimea in particular. I think the original allegation of a "20% reduction in budgets" was later amended to "20% reduction in headcount", which would free up budget for additional spending on policy objectives. I'm not aware of whether a timeframe has been stated. Anyone have any further information?

The change to the area that Article 6 applied to was simply approved by a vote of NATO Ambassadors. All NATO members contributed to the ISAF mission, effectively implementing Article 5

I disagree, one wants the enemy to be able to retreat, as without that option the enemy fights harder. Even if it doesn't result in a harder fight, then you have to deal with trapped russian soldiers and civilians. Fair point, but I suspect that it is better to allow the enemy to retreat without it...
