Or there is an alternatively theory. BAE seem to have a monopoly on most (if not all) MOD contracts, meaning they can charge what they like and the MOD has to pay. As the fifth largest defence budget in the world, we should be getting far more for our money, it's not happening, why? I'm no expert, but I think that one major contributing factor is that we seem to have a self-perpetuating problem where major procurements are estimated to cost significantly less...
