F35, tomohawk, even potential naval spear (likely none of that will be on type 31 anyway), are not a substitute for NGFS, there is some overlap but they are different capabilities at the end of the day and they cannot lay smokescreen, illume, keep up a barrage etc and each 'shot' is way more expensi...

I don't see how you can justify NGFS as no need by bringing up carrier aviation and the other 14 high end escorts.
